The short answer
A custom direction set to OFF leaves that direction without a selected move. It does not turn Dribble Mode OFF, and the active mode can still reserve D-pad input.

Read the main Dribble Mode page, then the individual direction in the custom editor. AUTO and CUSTOM activate the dribble system; OFF on the main page disables it. An empty custom direction is a choice within an otherwise active system.
Understand the trigger exception
The supplied blocking routine has a left-trigger exception during ordinary idle handling. A running dribble combo still blocks D-pad directions. Testing midway through a combo can therefore differ from testing the same held controls while idle.
Use a simple control check
Close the menu and compare the direction with Dribble Mode OFF and with your intended mode, without another action running. Restore the intended setting afterward. This checks input reservation; it does not by itself diagnose a game camera menu or guarantee a particular dribble animation.
