The short answer
On Auto Green MS and Vibrator MS, up/down changes one unit normally. Holding L2/LT or R1/RB above the supplied threshold changes the step to ten.

Check the active build, Auto Green mode where relevant, and page title. Release both modifiers before making a one-unit adjustment. A pressed bumper can explain why the number jumps ten even when the D-pad press itself was brief.
Use larger steps deliberately
Hold one modifier and press the desired direction. At a boundary, the final number may change by less than ten because the permitted range clamps it. Do not interpret that as the menu measuring actual gameplay timing or input latency.
Keep named speeds separate
Rhythm Speed offers five labels and does not become a free numeric field when a modifier is held. Use this shortcut only for the numeric pages it controls. Save the intended value and keep a note of the prior setting before testing a change.

Common questions
Can both modifiers combine into a 20 ms step?
No. The supplied function returns ten when either qualifies.
Is a menu step a measured latency reduction?
