The short answer
Release Vibrator is a separate toggle for a timing cue. Vibrator MS sets its timing value. It is not the same field as Auto Green MS, and changing it does not by itself change the selected Auto-Green timing.

Release Vibrator turns the cue on or off. Vibrator MS adjusts the cue’s timing. In the supplied V1.1 file, that field is limited to 200–1000 ms. The range describes the control, not a recommended universal setting.
Use the correct adjustment
On Vibrator MS, Up/Down adjusts the value using the same step-size helper: 1 ms normally or 10 ms while L2/LT or R1/RB is held. Watch the displayed value. Record the cue timing separately from your Auto-Green mode and its MS field.
Test the cue as a cue
The menu hint refers to holding Square/X. The file also handles certain stick-shot cue conditions and filters other actions. Test a simple supported shot input first. A vibration is a configured cue; it should not be described as proof that the game independently confirmed a green release.
